The Kyoto treaty moved within a step of being put into force worldwide yesterday as Russia's lower house of parliament ratified the international pact to curb global warming.
Despite the Duma's 334-to-73 vote and expected passage by the Russian upper house on Wednesday, the United States will not be bound by the one-third cut in energy use and emissions that it requires.See the full content of this document
