Congress yesterday ended eight years of debate by passing a bankruptcy reform bill that makes it more difficult for people to walk away from debts, particularly deadbeat dads, compulsive gamblers and habitual shoppers.

The House passed the legislation 302-126 yesterday and sent it directly to President Bush, who said he will sign it.
