This is the tale of two cases of voter intimidation - and one government official who made starkly different decisions.

Steven H. Rosenbaum was a key Justice Department official involved in approving the dismissal of the case against the New Black Panthers party this past month. In that case, a Black Panther swung a night stick and openly menaced voters on videotape. Mr. Rosenbaum was far more gung-ho in prosecuting a 1990 voter- intimidation case based on misleading postcards.
