Leveraging the 'Breakthrough'

Summary


Discussing a possible "U.S.-Russian breakthrough?" (Op-Ed, Friday), Harlan Ullman and Sergie Rogov suggest that "Kyrgyzstan is the point of leverage and joint U.S.-Russian military exercises are the means." Taking such measures could be a win-win-win endeavor. Most of the 5 million people in Kyrgyzstan favor cooperation with both Russia and the United States. Also, although their average annual per capita income is just $400, more than 95 percent of them - women as well as men - are literate, and most speak at least some English as well as Russian.

Many Kyrgyzstanis thus could work productively with American and Russian forces. As most are nominally but very moderately Muslim, they would welcome increased efforts to curb the Islamist extremism threatening the southern part of their country.
