The watchdog commission that oversees Virginia agencies found yesterday that the state's public employee pension system improperly paid a secret exit bonus of $263,122 to its former director.

The Joint Legislative Audit and Review Commission (JLARC) released a report showing that the Virginia Retirement System (VRS) should not have paid W. Forrest Matthews Jr. the "excessive" bonus when he retired in April after less than three years on the job.
